On August 1, 2013, the Commission for the Study of Dismissals of Employees of Territorial Bodies of the Ministry of Education and Science โ Educational Resource Centers and Public Schools โ Due to Political Views, paid a working visit to Kutaisi. The Commission meetings were held at the Kutaisi office of the Young Lawyers' Association.
During the field working meeting in Kutaisi, 38 cases were substantively reviewed (including: 24 teachers, 12 directors, and 2 former employees of resource centers), which fully covered the applications from the Imereti region. Within the framework of the visit, the Commission interviewed the applicants directly. In connection with each case, direct witnesses of the dismissals, education sector workers, and other related persons were summoned as witnesses. The submitted documents, additional documentation, and information obtained as a result of the interviews will now be processed in Tbilisi, and the final results will be communicated to the applicants in the form of a conclusion by the Commission. Following the review, the Commission will submit appropriate recommendations to the Minister of Education and Science of Georgia regarding all reviewed cases. The Commission makes decisions solely regarding the confirmation or refutation of the fact of dismissal due to political views.
The organization of meetings in the regions is carried out with the financial support of the Ministry of Education and Science of Georgia and the United Nations.
The Commission was established on December 14, 2012, by order of the Minister of Education and Science of Georgia (No. 1475) and has been working intensively since then. The Commission is staffed by representatives of 7 non-governmental organizations and the Office of the Public Defender.
Prior to January 14, 2013, 830 applications were submitted to the Commission, all of which were fully examined. Some of the applications did not fall within the competence defined by the regulations of the Commission and were therefore forwarded to the Ministry of Education and Science for consideration, while others were submitted in an incomplete form, regarding which the Commission identified procedural deficiencies and set a 10-day deadline for applicants to correct them. As of the current status, the Commission is substantively reviewing 212 cases, of which decisions have been made on 31 cases.
